This is a standard-ish issue ex GWR milk tank finished in a departmental livery from a photo at Swindon - likely waste oil but possibly internal use only. Having only four tank cradles is, it seems, unusual but not wrong. Transfers, such as they are, by Railtec. This has no compensation or anything but runs incredibly well. You never can tell.
